Shared control, no single boss
We built and tested a program that lets a group share control,
with the power to pause things or shut down a check in an
emergency, and no change goes through instantly. For now the live
version still has one owner while that group is being set up. The
plan for handing over is written down in
docs/GOVERNANCE.md.
